PURPOSE: An initial rainwater treatment apparatus and a method thereof are provided to remove precipitating foreign substances and floating foreign substances from initial rainwater at the same time. CONSTITUTION: An initial rainwater treatment apparatus comprises a main body(10), a foreign substance collector(20), a settling tank(30), a swirl screen(40), and a filter tub(50). The main body includes inlet(11) and an outlet(12) connected to the inside, and comprises the settling tank and the filter tub in the inside. The foreign substance collector collects precipitating foreign substances and floating foreign substances from the initial rainwater inserted through the inlet.
