PURPOSE: A surface treatment device for concrete of load boundary block and a surface treatment method for concrete of load boundary block are automatically provided to control the surface smoothness and surface height maintenance of the L-drain in a longitudinal direction. CONSTITUTION: A surface treatment device for concrete of load boundary block comprises a smoothing board(10), an inner hanger(11a), an outer hanger(11b) and plow part(12). The smoothing board is composed of a flat board and is located on the surface of the L-drain. The inner hanger is composed of a vertical part(111) and a protrusion(110) and maintains the elevation of the smoothing board at the side of the curb.
