PURPOSE: A water and wind generator, capable of the production of electric energy using the water discharged through a pipe, is provided to control an electric energy production rate by controlling the elevation of a waterwheel according to the amount and flow rate of water. CONSTITUTION: A water and wind generator comprises a drain path(20), a power generation support stand, a power generation motor, a motor case, top and bottom flow member and a power generation wing unit(80). The drain path is installed between the pipes in which fluid flows. The power generation support stand is installed on the outside of the drain path and supports a generation system. The power generation motor is installed on the top of the power generation support stand.
