IMPROVED IMAGE TRANSCODER AND TRANSCODING METHOD

PURPOSE: An image transcoder and a transcoding method for selecting a quantization level for an image trnascoder are provided to reduce calculation quantity and improve picture quality by selecting a quantization level and improving a motion vector. CONSTITUTION: A post transcoder includes as follows. A screen coding type determiner(310) determines a coding type of a screen. If the coding type is not an intra type, a first transcoding element selector(320) selects a basic motion vector and a basic quantization level. A screen size changing unit(330) changes the spatial size of the image information. A motion vector improving unit(350) improves the basic motion vector based on the presumed motion vector.
