PURPOSE: An image encoding device and an image decoding device for efficiently transmitting the high-capacity image by filtering an image through a prediction filter are provided to efficiently encode the image by separating input images by pixel unit. CONSTITUTION: An image filter unit(102) filters a real image of a first area of an input image through a prediction filter. The image filter unit generates a prediction image of a second area. An image arithmetic operator(103) computes the real image of a second area. The image arithmetic operator generates a differential image of the second area. An image encoding unit(104) encodes the differential image of the second area and the real image of the first area.
