PURPOSE: An apparatus and a method for manufacturing functional ice are provided to improve the metabolism of a human body by increasing the blood oxygen concentration of the human body according to oxygen supply through taking beverage. CONSTITUTION: An apparatus and a method for manufacturing functional ice are comprised of purified water intake pipe(11,12), an oxygen intake pipe(21), a nitrogen intake pipe(22), oxygen contact device(3), a nitrogen contact device(4), an oxygen water storage tank, a nitrogen water storage tank, and an ice maker(17).
