PROBLEM TO BE SOLVED: To transmit data to a controller in consideration of importance of data as well as relation between data. SOLUTION: A terminal device includes: a data storage part 13 for storing a plurality of input data including importance information and information about relation with other data; and a receiving part 10 for receiving an inquiry signal transmitted from the controller 2. When the inquiry signal is received, it is determined whether or not the amount of data stored in the data storage part 13 exceeds a preset threshold. When it is determined that it exceeds the threshold value, the stored data are concatenated on the basis of the information on the relation with the other data. Moreover, the concatenated data or unconcatenated data are stored in a transmission data storage part 19 as transmission data. The transmission data stored in the transmission data storage part 19 are successively read and transmitted in order on the basis of importance information included in the transmission data.
