PROBLEM TO BE SOLVED: To provide a device and a method for winding wire, capable of improving productivity by supplying the wire from more bobbins to a member to be wound. SOLUTION: A support member line 46 is composed of a plurality of support members 30 rotatably provided on the outer peripheral surface of a rotary disc 24, and a plurality of support member lines 46 are set in the axial direction of the rotary disc 24. A bobbin 40 is mounted to each of the support members 30. Much more bobbins 40 can be disposed comparing with the configuration wherein the bobbins 40 are disposed on the end surface 24T in the axial direction of the rotary disc 24, and therefore the length of an inner tube rubber 18 which can be wound by one-time mounting of the bobbin 40 becomes long and the productivity can be improved.
