<P>PROBLEM TO BE SOLVED: To improve heat exchange performance and to improve power generation performance of a fuel cell, in a heat exchanger used for the fuel cell for supplying electric power to drive a vehicle. <P>SOLUTION: The heat exchanger includes air piping 20 for introducing air to the fuel cell 10, a first heat exchanging means which is provided to the air piping 20 for heat exchange with the air circulating in the air piping 20 and for heat exchange with the fuel cell 10, and a second heat exchange means which is provided on an upper stream side of the first heat exchanging means, for heat exchange with the air circulating in the air piping 20 and for the heat exchange with a vehicle driving part 14. The first heat exchanging means includes a fuel cell heat exchanger 36, a coolant tube 38, and a lower stream heat exchanger 34.
