PROBLEM TO BE SOLVED: To provide a multilayer ceramic substrate and a method of manufacturing the same. SOLUTION: The multilayer ceramic substrate includes: a ceramic laminated body 110, which is constituted by laminating multilayer ceramic layers 111, 112, 113, 114, 115, achieves interlayer connection through vias 122 formed on the respective ceramic layers, and has a surface reforming layers 111a, 115a, of which glass component is removed on upper and lower parts, and contact pads 140 arranged on both upper and lower surfaces of the ceramic laminated body 110 so as to be electrically connected to the vias 122.
