PROBLEM TO BE SOLVED: To evaluate one communication network while performing communication in another communication network by improving compression mode communication. SOLUTION: A compressed frame is structured to include a first part, a second part and a separation slot between the first part and the second part. The number of user devices allocated to the first part and the number of devices allocated to the second part are determined. A new user device is allocated to the side having a smaller number of allocated user devices out of the first part and the second part.
