PROBLEM TO BE SOLVED: To provide an ion generating element with a low applying voltage and a long durability life. SOLUTION: The ion generating element 10 has a discharge electrode 1, a dielectric 2, an induction electrode 3, a surface protective layer 7 consisting of a primer layer 4 and a hard coat layer 5, and a rear surface protective layer 6. On the one surface of the dielectric 2, there is arranged the discharge electrode 1 and on the other surface, there is arranged the induction electrode 3. On the surface of the dielectric 2 where the discharge electrode 1 is arranged, the primer layer 4 is formed, and on the surface of the primer layer 4, there is formed the hard coat layer 5.
