PROBLEM TO BE SOLVED: To easily and accurately determine the non-delivery of transmitted electronic mail. SOLUTION: After electronic test mail is transmitted with a certain electronic mail address as transmission destination, whether a first character string "message/delivery-status" is present in a received mail having a multi-part structure is sequentially determined (66 to 70), and when the first character string is absent, a series of decisions of whether a second character string "text/html" is absent; of whether any attachment file is absent; of whether any mail specification hash attached to test electronic mail is present; of whether the same character string as a transmission date in the electronic test mail and the transmission destination electronic mail address is present is performed (74 to 98), and when the results of the series of decisions are all positive, and when a first character string is present in the multi-part structure, it is determined that the received electronic mail is error electronic mail transmitted form the electronic mail server according as the test electronic mail does not arrive (102).
