A container for supporting particulate matter is provided. The container includes a base providing a chamber configured to receive particulate matter and a cover coupled to the base and movable relative to the base between a closed position and an open position. The container also includes a sifter supported at the base. The sifter includes a first member and a second member in which the dispensing apertures of the first member are out of alignment with the apertures of the second member in a first position and a second position in which the apertures of the first member are in alignment with the apertures of the second member. The sifter also includes a biasing element for moving the second member relative to the first member.
