PROBLEM TO BE SOLVED: To provide a technology for flexibly and properly extracting the contour of an object. SOLUTION: An energy function setting part 13 sets an energy function expressed by a weighted linear sum of a plurality of types of energy terms defined according to the state of a contour curve, and formalized so that the value gets smaller according as the shape is similar to the shape of the contour to be extracted, and a repeated arithmetic operation part 14 minimizes the energy function by a repeated arithmetic operation. A weighted coefficient changing part 15 monitors whether or not the number of independent lines included in the contour curve is changed in the process of the repeated arithmetic operation, and when the number of the independent lines is changed, changes the weighted factor of the energy function.
