PROBLEM TO BE SOLVED: To provide a picture signal processing unit for performing the quadruple frame rate conversion of an input video signal while suppressing manufacturing cost. SOLUTION: After the double frame rate conversion of a picture signal Din is performed through two routes, the quadruple frame rate conversion of the picture signal Din is performed. Thus, the quadruple frame rate conversion is performed by a simpler structure than the case that the quadruple frame rate conversion of the picture signal Din is directly performed. Also preferably, a read address is switched whenever necessary in accordance with values of an H counter 442A and a V counter 442B. In this case, in a display screen, a picture signal Dout by which a double display rate video and a quadruple display rate video are simultaneously displayed can be generated.
