PROBLEM TO BE SOLVED: To provide many determination materials required for a monitoring person to predict disaster, together with the video of an observation place obtained by a server device. SOLUTION: The monitoring system is configured, by connecting through a network an imaging apparatus installed at the observation place to photograph the video of the place, observation equipment installed at the observation place for acquiring observation data at the place; a server device; a monitoring device installed at the observation place to monitor the video sent from the imaging apparatus; and a terminal for performing condition setting for character information and/or sound information to be transmitted to the monitoring device, and notifying the server device.
