PROBLEM TO BE SOLVED: To attain effective use of a waterproof terminal device even on the water. SOLUTION: The portable radio communication device includes cases 200, 300 configured to be waterproof and to float in the water. An operation units 104 is disposed on surfaces of the cases 200, 300 and a radio communication processing unit is provided within the cases. The center of gravity of the whole device is set at a position C shifted from the center of the case to the rear surface side opposite to its front surface in a state that all the members including the radio communication processing unit are contained in the cases. By setting the position of the gravity center, the possibility that the communication device body floats in the water with its front surface side on which the operation unit 104 is disposed turned upward when the communication device body falls into the water and then floats in the water is increased and the device floats in the water in a favorable state.
