PROBLEM TO BE SOLVED: To provide a thin-shaped electrostatic field-generating device capable of maintaining the electrified state, exhibiting high catching performance independent of moisture, manifesting catching effects or repellent effects against flying and moving organisms such as spores or microbial cells of plant pathogenic microbes being sources of plant disease and insect damage, and plant pest insects, enabling long-term operation because of hardly causing plugging, having improved air permeability, and securing the safety, and to provide a method for eliminating the flying and moving organisms by using the device. SOLUTION: The electrostatic field-generating device is used by applying a prescribed DC-high voltage between a first conductor 1 and a second conductor 2 by parallelly arranging and holding at an interval the first conductor 1 obtained by covering the surface of a conductor having electroconductivity with a dielectric substance 3 to which an agent for heightening the electroconductivity is added, and the second conductor 2 having the electroconductivity and not subjected to the surface covering.
