PROBLEM TO BE SOLVED: To effectively suppress the deviation of persons in an environment to which users who have received delivery information belong. SOLUTION: An information delivery device 1 detects information about events of sensing objects 2 from sensor information collected from a sensor 3 attached to the sensing objects 2. A candidate user selection means 16 selects delivery candidate users for information about the events from user profiles stored in a user database 10. A candidate user ranking means 17 ranks the candidate users according to scores based on distances to the sensing objects 2 and experience intervals of the events. A selected number of person calculation means 18 decides the number of persons to whom the information is delivered according to an possible increase in the number of users when the information is delivered.
