PROBLEM TO BE SOLVED: To continue processing of all processes as long as surplus resources exist in a computer system, with respect to the computer system to which a plurality of computer clusters are connected via a network. SOLUTION: A migration process determination part 111B of a computer cluster 2a changes, in the cluster, a group of computers which execute pipeline processing when the pipeline processing is not completed within a time limit in the cluster. When there is no group of computers which can execute the pipeline processing within the time limit in the computer cluster 2a, the migration process determination part 111B of the computer cluster 2b and a computer cluster 2c determines whether or not there is a group of computers which can execute the pipeline processing within the time limit in the cluster. When there is the group of computers, the migration process determination part 111B having the group of computers shifts the pipeline processing to the group of computers.
