PROBLEM TO BE SOLVED: To inexpensively and easily provide a chemical substance detector for simultaneously detecting multiple kinds of chemical substances, and a chemical substance detecting device having it. SOLUTION: A detecting element (30) for detecting the concentration of a plurality of chemical substances includes an optical waveguide for repeatedly total-reflecting, conveying and ejecting incident light, and a plurality of mesoporous layers (32a, 32b, 32c and 32d) that are formed on light reflecting surfaces of the optical waveguide, respectively, and carry different detection reagents coloring in response to different chemical substances.
