PROBLEM TO BE SOLVED: To provide a hair cosmetic composition using a carbonate-based ammonium salt, in which the hair cosmetic composition can improve foam quality. SOLUTION: The hair cosmetic composition used as a foamy hair dye or a foamy hair decoloring agent includes a carbonate-based ammonium salt (A) and a phosphate (B). Preferably, the mass ratio of the content of the carbonate-based ammonium salt (A) to the content of the phosphate (B) in terms of the phosphate anhydride in the hair cosmetic composition is 0.5-10.
