PROBLEM TO BE SOLVED: To provide a visible-light transmissive electromagnetic wave absorbing film which has superior capability of absorbing electromagnetic wave noise and is inexpensive, and to provide a visible-light transmissive electromagnetic wave absorber using the same. SOLUTION: The visible-light transmissive electromagnetic wave absorbing film includes a plastic film 10a and a number of visible-light transmissive metal thin films 11a in a substantially rectangular or square shape arranged on one surface of the plastic film while being insulated form each other, and each of the metal thin films 11a has a number of substantially parallel and discontinuous linear traces 12 formed irregularly at least in one direction, an electric resistance of the metal thin film 11a at least in one side direction being 377±250Ω.
