PROBLEM TO BE SOLVED: To provide a contact device that reduces the occurrence of poor conduction and malfunction by suppressing the occurrence of arc between contact points, and to provide a relay device using the same. SOLUTION: The contact device A includes a fixed contact portion 1 formed of conductive fluid 10, and a movable contact portion 2 that is provided with a plurality of contacts 20a and 20b having different resistances, the plurality of contacts 20a and 20b being in contact with the movable contact portion 2 such that they can be freely connected/disconnected to/from the conductive fluid 10. To close the contact device A, the contacts are moved into contact with the conductive fluid 10 such that the contact 20b having a relatively high resistance moves into contact with the conductive fluid 10 first. To open the contact device A, the contacts are moved out of contact from the conductive fluid 10 such that the contact 20a having a relatively low resistance moves out of contact from the conductive fluid 10 first. As a result, the amount of current flowing when the contact points move into contact with each other or move out of contact from each other is reduced in comparison with in the closed state, to thus prevent occurrence of arc between the contact points.
