PROBLEM TO BE SOLVED: To appropriately select a retransmission pattern for a communication apparatus, a communication system, and a retransmission control method and program. SOLUTION: A transmitter 10 composing the communication system 1 adds redundancy bits for error correction to a plurality of systematic bits composing packet data, carries out coding of the packet data, and furthermore, modulates and transmits the packet data as a packet signal 31. A receiver 20 demodulates the packet signal 31 received from the transmitter 10, and obtains first soft decision data composed of the systematic bits and the redundancy bits, and furthermore, decodes the first soft decision data, and obtains second soft decision data where errors of the systematic bits are corrected. At this time, the receiver 20 decides an error level 37 of the systematic bits which remains after the decoding based on dispersion of the second soft decision data, and furthermore, notifies the error level 37 to the transmitter 10.
