PROBLEM TO BE SOLVED: To provide a frame rate controller which provides easy-to-view moving images regardless of the strong movement of a camera (imaging portion) mounted on a moving body such as a human body, and appropriately controls a frame rate so as not to omit information more than needed in a standstill state, and to provide an imaging apparatus. SOLUTION: The frame rate controller 3a for controlling the frame rate in an external imaging portion 1 includes a calculation portion 32 for calculating the frame rate corresponding to the movement of the imaging portion 1 detected by a motion sensor 2 linked with the imaging portion 1 and setting the calculated frame rate to the imaging portion 1.
