PROBLEM TO BE SOLVED: To easily infer a moving means of a user and to determine distribution information in flexible response to a change in weather information. SOLUTION: In response to a distribution request from an optional distribution terminal 2, when the moving means of the user is not yet inferred on that day, the moving means is inferred by referring to a moving means estimation table (step S15). Based on the inferred moving means and weather information or the like at that time, a distribution information determining table is retrieved to obtain the corresponding distribution information (steps S17-S19).
