PROBLEM TO BE SOLVED: To provide a heat sealing device capable of safely performing heat sealing of contents which is apt to invite ignition and explosion without having risks of ignition. SOLUTION: To solve the problem, the heat sealing device 3 has a pair of rod-shaped contact members 9 for coming in contact with a plastic film, and a flow passage 10 where hot water for heating the contact member 9 flows and heat carries out sealing by heating the plastic film with hot water supplied from a heat source located at a far place.
