PROBLEM TO BE SOLVED: To reduce cost and labor required for installing a weir when the weir is installed on the outer periphery of foundation concrete of a cylindrical storage tank on which asphalt sand is placed. SOLUTION: In the foundation 2, in which the asphalt sand 6 is placed between a bottom plate 4 and the foundation concrete 3, of the cylindrical storage tank 1 which stores gas or liquid, the upper surface of the foundation concrete 3 is formed flat, the weir 5 made of a steel material is provided on the upper surface of the foundation concrete 3 and on the entire circumference outside an area corresponding to the bottom plate 4 of the cylindrical storage tank 1, and the asphalt sand 6 is placed inside the weir 5.
