PROBLEM TO BE SOLVED: To obtain an optical transmitter capable of dynamically constructing a multicast tree. SOLUTION: The optical transmitter includes: an OADM (Optical Add-Drop Multiplexer) part 10 which can branch or insert an optical signal; a transponder 11 which includes a snooping circuit 16 for snooping an IP multicast control frame indicating the participation in or separation from multicast communication received from a router 5-M and reporting the information thereof, to convert an optical signal into an electric signal to execute prescribed processing, subsequently reconverting it into an optical signal to output the optical signal upon receiving the optical signal from the router 5-M or the OADM part 10, and also to perform control for notifying another optical transmitter of the participation or separation of the router 5-M in/from the multicast communication in an uplink λ4; and a monitoring control part 12 which determines the participation or separation of the route 5-M in/from the multicast communication based on the information from the snooping circuit 16 and controls the OADM part 10 about the execution of optical branching in a downlink λ3.
