PROBLEM TO BE SOLVED: To suppress the lowering of the correlation value of a radar image by a factor other than a significant on-ground change, and to distinguish the lowering from lowering caused by the significant on-ground change when change detection is performed by using the correlation value of the radar image. SOLUTION: Correlation values calculated by a correlation value calculation part 12, and influences caused by differences in observation conditions on the correlation values are corrected by an observation geometry correction part 16. In a database part 17, a database where the corrected correlation values are associated with environmental information such as geographical information is created. When the change detection is performed, a correlation value is estimated by using the database on the basis of environmental information in the range of the change detection processing in a part 23 for estimating a correlation value in an observation area.
