PROBLEM TO BE SOLVED: To provide a small-sized base station control system in which power consumption of a small-sized base station can be reduced. SOLUTION: A small-sized base station control system includes a small-sized base station information storage section storing information, for a small-sized base station installed, while being overlapped with a base station, on a mobile terminal capable of utilizing the small-sized base station; and a small-sized base station control section which refers to the small-sized base station information storage section to confirm presence/absence of the small-sized base station that the mobile terminal, which has performed setting processing of a wireless access bearer, can utilize, causes the small-sized base station, that the mobile terminal can utilize, to start transmitting a reference signal, and makes the small-sized base station stop transmitting the reference signal, after the wireless access bearer is released.
