PROBLEM TO BE SOLVED: To improve overall efficiency of a system when a certain communication terminal device starts communicating with another communication terminal device.

SOLUTION: The communication management apparatus includes: an ordering section for setting an order to identification information items of a plurality of communication terminal devices, as candidate devices to which a request is made for transmitting specific data, in accordance with a predetermined criterion; and a notification section for notifying another communication terminal device, which requests transmission of the specific data to the communication terminal devices according to the order, about the identification information items of the plurality of communication terminals to which the order has been set by the ordering section.
