PROBLEM TO BE SOLVED: To provide a source voltage generating circuit and semiconductor device, capable of reducing ripple noises in a small circuit area, even if a source voltage supplied from an external power supply has an amplitude width. SOLUTION: The source voltage generating circuit includes a first charge pump circuit which generates a first internal power supply voltage, and a second charge pump circuit which generates a second internal power supply voltage larger than the first internal power supply voltage. An output terminal of the first charge pump circuit is connected at least to a secondary charge terminal, which is at the output side of the second charge pump circuit. The second charge pump circuit outputs an output voltage of which the voltage value is given by adding a given voltage value to the voltage value of the first internal power supply voltage.
