An optical composite material which exhibits high transparency, can make use of the superior optical characteristics of an inorganic material and is specifically applicable to the use required for heat resistance is disclosed, comprising a curable resin compound and inorganic particles having a volume average diameter of not less than 3.0 nm and not more than 15 nm and having been treated with a surface treatment agent exhibiting an average refractive index of not less than 1.50 and not more than 1.70, and the composite material exhibiting a cross-linking density of not less than 0.50 mmol/cm3 and not more than 7.0 mmol/cm3. An optical device by use thereof is also disclosed.
