PROBLEM TO BE SOLVED: To reduce disposal fee by decomposing and detoxifying heavy metal contaminant such as cyanide compound and organic contaminant. SOLUTION: The soil treatment apparatus 1 include: a classifier 2 that, while cleaning contaminated soil G, classifies it to pebbles C1, sand C2, and fine particles C3; an electrolytic oxidation treatment part 3 that has an electrolytic tank 30 for performing electrolytic oxidation treatment for concentrated residue N composed of the classified fine particles C3; and a wastewater treatment part 4 that purifies cleaning water W used in the classifier 2. By performing the electrolytic oxidation treatment for the concentrated/separated concentrated residue N, organic contaminant contained in the concentrated residue N is oxidatively decomposed and detoxified.
