PROBLEM TO BE SOLVED: To generate automatically a dispensation plan for obtaining a high throughput or a high turnaround time, in a specimen processing system wherein a dispensation module is connected to an analysis module. SOLUTION: This dispensation planning system has: a dispensation rule setting means registering a plurality of dispensation rules for selecting an assembly of empty specimen containers into which the specimen is to be dispensed based on a request item which is an inspection item requested to the specimen; and a dispensation planning means for planning an empty specimen container into which the specimen is to be dispensed based on the dispensation rules, a load of a conveyance module, and a load of the analysis module.
