PROBLEM TO BE SOLVED: To find where communication fails to reduce restoration work, thereby reducing the time for restoration. SOLUTION: A main control part 2 communicates with all sub-control parts 3 to 7 to check a communication state, and collates a communicating state pattern obtained by the communication state with each communicating state pattern of an error code specification table stored in a ROM 2b, and transmits an error code corresponding to the collated communicating state pattern to a host control part 1. The host control part 1 collates the received error code with the error code of a communication failure specification table stored in a ROM 1b to specify where the communication fails.
