PURPOSE: A secure download apparatus and a method thereof are provided to guarantee security when an application service program is downloaded in a SIM(Subscriber Identity Module) through a mobile communication network. CONSTITUTION: A security processing unit(300) comprises an authentication processing unit(301) and an encryption processing unit. The authentication processing unit authenticates a SIM(Subscriber Identity Module) using the first secret key generated based on an identifier and the first random number. The encryption processing unit performs encryption using the second secret key generated based on the identifier and the second random number. The encryption processing unit transmits data and the second random number encrypted by the second secret key to the SIM or a terminal which can communicate with the SIM.
