PURPOSE: A transparent conductive film for a touch panel and a manufacturing method thereof are provided to prevent effectively the additive included in a base film from secluding outside by enlarging the thickness of an undercoating layer of the transparent conductive film. CONSTITUTION: A thickness of the hard coating layer 2 ~ 20μm and the thickness of the high-deflection undercoating layer(20) is composed to have the difference of the thickness of a hard coating layer within 1μm. A High-deflection undercoating layer is the refractive index of 1.55 ~ 1.70 and the thickness of the refractive index is 1 ~ 21μm and the base refraction undercoating layer is of the refractive index 1.30 ~ 1.46 and The thickness is 0.01 ~ 0.05μm and The transparent conductor layer is comprised of the refractive index of 1.9 ~ 2.1 and of the thickness of 0.01~ 0.022μm.
