PURPOSE: A method for preparing plant-double boiled liquid for manufacturing a cosmetic produce is provided to ensure excellent moisturizing effect. CONSTITUTION: A method for preparing plant-double boiled liquid for manufacturing a cosmetic product comprises: a step of washing 0.1-0.5 weight% of kelp, 0.5-2.0 weight% of potato, and 10-20 weight% of wheat; a step of adding 77.5-89.4 weight% of water; and a step of heating at 85-95°C for 4-6 hours and double boiling. The liquid further contains 0.1-0.5 weight% of antiseptic.
