PURPOSE: A cooling/heating apparatus using a heat pump is provided to continuously supply constant temperature of heat even in a severe cold area. CONSTITUTION: A cooling/heating apparatus using a heat pump(10) comprises a compressor(13), a first heat exchanger(11), an expansion valve(14), a second heat exchanger(12), a four-way valve(15), and a heat exchange line. The compressor, the first heat exchanger, the expansion valve, and the second heat exchanger form one cycle. The four-way valve delivers the refrigerant discharged from the compressor to the first or the second heat exchanger. The heat exchange line is connected from the second heat exchanger to underground water in an underground water tank(30) which is installed near the heat pump, and absorbs heat from the underground water or releases heat to the underground water. A circulating pump(32) is installed in the heat exchange line. A pipe is installed under the ground near the underground water tank and extended to the lower side of the underground water. A drain pump(40) is installed on the top of the pipe to pump the underground water in the underground water tank.
