The device has a hydraulic jack (31) including a hydraulic actuating cylinder (32) fixed in translation with respect to ground (S) to extend along a horizontal axis (Y-Y). A piston (33) moves axially in the cylinder. A piston rod (41) is integrated to a fixation part (43) or support on a vertical support (3A). A rigid reinforcement (21) slides along a vertical axis (Z-Z) in a hollow element (11). The reinforcement is connected to the rod in articulated manner at a rotation around an orthogonal axis (X-X) to the horizontal axis and the sliding vertical axis. An independent claim is also included for a construction comprising a basement.
