PROBLEM TO BE SOLVED: To easily generate next-generation road network data. SOLUTION: A lane center point group calculating section 110 generates lane center point group data 191, indicating a plurality of points positioned on the center line of each lane, on the basis of lane-side line point group data 181 indicating a plurality of points positioned on a sidetrack of each lane. A section 120 for generating road linear data for each lane generates road linear data 192 for each lane indicating the lane form of each lane on the basis of the lane center point group data 191. A stop line/crosswalk node data generating section 130 generates stop line/crosswalk node data 193, on the basis of the lane center point group data 191 and stop line/crosswalk point group data 182 indicating a plurality of points positioned on each stop line and crosswalk. A road network database generation section 140 generates road network data 194 indicating the lane form and stop line/crosswalk of roads, on the basis of the road linear data 192 for each lane and the stop line/crosswalk node data 193.
