PROBLEM TO BE SOLVED: To provide a monitoring controller which reduces the trouble to change operation pages after screen display is restarted. SOLUTION: A control unit 10 includes a function as a page determination means 15 for determining operation pages to be displayed first on the screen of a display unit 2 when the screen display is restarted with a display restarting means 14. A page information storage unit 19 stores previously designated operation pages in each time zone, divided into three time zones of morning (6:00 to 8:;59), daytime (9:00 to 17:59) and night (18:00 to 5:59) of a day, as designated pages. When the screen display of the display unit 2 is restarted, the page determination means 15 obtains time information indicating current time from a timer unit 18 so that the designated page corresponding to a time zone that the current time belongs to is displayed first.
