PROBLEM TO BE SOLVED: To provide a simple structure without providing any additional member for expanding/contradicting an electromagnetic wave propagation space or without adopting any complicated structure. SOLUTION: A mode converter 10 is configured by successively providing a waveguide 11 and a waveguide 12. The mode converter 10 includes the waveguide 11, whose cross section is rectangular, having a port #1 in its one end and extending in the X direction and the waveguide 12, whose cross section is rectangular, having a port #2 in the other end, being located at a side of another end 11a of the waveguide 11, having one end communicated with one of shorter-side side surfaces of the waveguide 11 and extending in a normal direction of the side surface (in the Y direction). The rectangular cross section of the waveguide 11 is set to dimensions to propagate electromagnetic waves in TE10 mode, a longer-side dimension of the cross section of the waveguide 12 is set to such a dimension as to propagate electromagnetic waves in TE20 mode and as not to propagate electromagnetic waves in TE30 mode, and its shorter-side dimension is set to the same as the shorter-side dimension of the waveguide 11.
