PROBLEM TO BE SOLVED: To provide a soil improving machine capable of loosening an earth clod small without requiring a turning mechanism to be added, and capable of promoting mixing stirring of the earth clod with cement milk. SOLUTION: An auger head 14 for cutting a soil is attached to a lower end of a boring rod 12, and a discharge port 18 of the cement milk is provided in the distal end thereof. The auger head 14 is rotated along an arrow mark R1 while discharging the cement milk from the delivery port 18, and the soil is cut along an arrow mark DN. A lower moving blade 27 for moving the earth clod upwards is provided in an upper side of he auger 14, and a stirring blade 20 for loosening the earth clod is fixed to an upper side of the lower moving blade 27. The stirring blade 20 has a first stirring blade 22 and a second stirring blade 24, and the second stirring blade 24 is attached to an outer circumferential end of the first stirring blade 22 to direct a plane part to a peripheral wall 12F of the auger 14.
