PROBLEM TO BE SOLVED: To provide an image determination system or the like in consideration of property of a CG image. SOLUTION: A data processor 2 includes: a data comparison part 21 comparing an expected image as a sample and an inspected image to be determined, and outputting difference data between the expected image with numerical values for identifying pixels set to the pixels each having a different pixel value and the inspected image; and a maximum area calculation part 22 calculating the number of the pixels of an area where the pixels with the numerical values to be identified are arranged adjacent to each other on the difference data, and determining an area having the maximum number of the pixels. A storage device 3 includes: an expected image storage part 31 storing data on the expected image; an inspected image storage part 32 storing data on the inspected image; and a maximum area-calculating data storage part 34 storing the difference data where the maximum area calculation part 22 calculates the number of the pixels. The maximum area calculation part 22 decides that the inspected image is an image having a defect when the number of the pixels of the area is a predetermined threshold value or above.
