A replica signal generator (10) receives a pulse signal and holds the pulse width of the pulse signal in the first state, which becomes the reference, as the reference pulse width. The replica signal generator (10) generates the replica signal (REPLICA) which has the reference pulse width and a leading edge corresponding to the leading edge of a measurement target pulse signal (Target) in the second state which corresponds to the actual operating state. A condition decision unit (20) receives the pulse signal (Target) and the replica signal (REPLICA) and determines whether the phase relationship between the edge of the pulse signal (Target) and the edge of the replica signal (REPLICA) in the second state satisfies the specified conditions. A count processor (30) performs the count processing for the decision result of the condition decision unit (20).
